About This Job
The Food and Agriculture Organization of the United Nations (FAO) is seeking qualified professionals for its Green Climate Fund (GCF) Specialist roster through Call for Expressions of Interest Vacancy Announcement No. 2602240.
The assignment is coordinated by FAO's Office of Climate Change, Biodiversity and Environment (OCB). It supports the organisation's work with the Green Climate Fund, an international climate-financing mechanism that helps developing countries fund projects addressing climate change.
FAO works with governments, national institutions, technical experts and development partners to develop climate-related investments that support sustainable agriculture, food security, biodiversity conservation and environmental protection.
The selected specialists will contribute to one of two main areas:
GCF Project Design: Supporting or leading the preparation of climate-investment project proposals and programmes.
GCF Accreditation: Providing technical assistance to national and regional institutions seeking accreditation to access Green Climate Fund resources directly.
This is a non-staff consultancy opportunity. The assignment may be home-based, although travel for field missions may be required depending on the assignment.

What will the selected specialists do?
The vacancy covers two technical specialisations. Applicants should understand the differences before applying.
1. GCF Project Design Specialist
This specialisation focuses on preparing and coordinating climate-investment proposals for submission to the Green Climate Fund.
Responsibilities include:
Leading the preparation of GCF project proposal packages, ensuring that they meet technical standards and funding requirements.
Developing project Theories of Change, logical frameworks and measurable performance indicators.
Coordinating feasibility studies and ensuring that project proposals are supported by appropriate technical assessments.
Advising governments, project proponents and FAO country offices on the design of climate-investment projects.
Supporting the development of project implementation and execution arrangements.
Working with government ministries, development partners and private-sector organisations to identify co-financing opportunities.
Reviewing project budgets and ensuring that proposed activities can realistically be implemented.
Integrating environmental and social safeguards into project design.
Coordinating multidisciplinary teams of FAO staff, consultants and external partners.
Reviewing proposals and responding to comments from FAO reviewers, the GCF Secretariat and independent technical reviewers.
Supporting training and capacity development for FAO personnel involved in GCF project development.
2. GCF Accreditation Specialist
This specialisation focuses on helping national and regional institutions prepare for the Green Climate Fund accreditation process.
Responsibilities include:
Supporting the identification and assessment of potential Direct Access Entities (DAEs).
Reviewing institutional capacity against GCF accreditation requirements.
Conducting gap assessments to identify weaknesses in institutional policies, procedures and systems.
Developing action plans to help institutions address accreditation gaps.
Reviewing fiduciary standards, financial management arrangements and institutional governance systems.
Supporting the preparation of environmental and social safeguards policies and gender-related documentation.
Advising institutions on policy and legal changes that may be required for accreditation.
Helping organisations compile the supporting evidence and documentation required for accreditation applications.
Providing technical assistance when responding to questions from the GCF Secretariat.
Designing capacity-building activities to strengthen institutional readiness.
Understanding the difference: Project Design Specialists concentrate on developing climate projects that can receive funding, while Accreditation Specialists help institutions establish the systems and policies needed to access GCF funding directly.

How to apply
Applications must be submitted through the official FAO recruitment portal.
Follow these steps:
Open the official vacancy announcement using the application link below.
Read the complete job description and identify the specialisation that matches your professional experience.
Register or sign in to the FAO recruitment system.
Complete your online profile with accurate employment history, academic qualifications and language skills.
Attach a letter of motivation explaining your relevant experience and suitability for the assignment.
Review your profile and supporting documents for completeness.
Submit your application through the portal before the closing date.
FAO recommends completing the online profile carefully because applications are screened using the information provided in the recruitment system.
Incomplete applications will not be considered. Only applications submitted through the official FAO recruitment portal are accepted.
Additional information applicants should know
1. This is a consultancy opportunity, not a permanent FAO staff position
The vacancy is classified as a non-staff opportunity under a Consultant / Personal Services Agreement arrangement. Applicants should therefore not assume that it offers the same employment conditions as a regular FAO staff appointment.
The assignment can last up to 11 months. The specific contractual arrangement and conditions should be confirmed through the official vacancy documentation.
2. There are two distinct professional pathways
Applicants should not treat the two specialisations as interchangeable.
A professional with extensive experience preparing climate-finance proposals may be better aligned with Project Design, while someone experienced in institutional governance, fiduciary systems and accreditation may be better aligned with Accreditation.
Your application should clearly demonstrate the technical area in which you have relevant experience.
3. A general climate-change background may not be sufficient
The vacancy requires more than an interest in climate change or environmental protection. It specifically seeks professionals with relevant technical experience.
For example, an applicant with a degree in environmental science may meet the academic requirement but still need to demonstrate the required professional experience in project development, climate finance or accreditation.
4. Demonstrate experience through actual project work
Applicants should identify relevant projects they have worked on and explain their individual responsibilities.
For a Project Design Specialist, useful evidence could include involvement in preparing project proposals, developing budgets, coordinating feasibility studies or designing measurable project indicators.
For an Accreditation Specialist, relevant evidence could include institutional assessments, policy reviews, compliance documentation, fiduciary systems or capacity-development programmes.
These examples are guidance on presenting relevant experience; they are not additional official eligibility requirements.
5. International experience is desirable, not stated as an absolute requirement
FAO indicates that experience working in more than one location or area of work, particularly in field positions, is desirable. Applicants should distinguish this from the stated minimum professional experience requirement.
Candidates should describe relevant field assignments, regional projects and cross-institutional collaborations where applicable.
6. There is no application fee
FAO explicitly states that it does not charge fees at any stage of its recruitment process, including application, interview or processing.
Applicants should use the official FAO recruitment portal and be cautious of anyone requesting payment in exchange for an interview, selection or appointment.
Practical application advice
Before applying, consider the following:
Read the vacancy carefully and determine whether your experience fits Project Design or Accreditation.
Make sure your online employment history reflects the actual technical responsibilities you have undertaken.
Highlight relevant climate-finance, environmental, institutional or project-development assignments.
Use your motivation letter to connect your experience directly to the duties listed in the vacancy.
Include measurable examples where possible, such as the number of proposals supported, institutions assessed, project budgets coordinated or training programmes delivered.
Ensure your academic qualifications meet the recognition requirements stated by FAO.
Submit early rather than waiting until the final day.
A useful distinction: A strong application should not simply state that the candidate has experience in climate change. It should show what the candidate has actually delivered in project design, climate financing, institutional assessment or accreditation, depending on the chosen specialisation.
Important dates
Vacancy announcement: 29 October 2026
Application deadline: 26 November 2026

This opportunity is particularly relevant to experienced professionals working in climate finance, sustainable development, environmental policy, natural-resource management and institutional capacity development.
