About This Scholarship
The Commonwealth PhD Scholarship is a fully funded doctoral scholarship supported by the UK Foreign, Commonwealth & Development Office and administered by the Commonwealth Scholarship Commission in the UK (CSC).
The scholarship supports high-quality graduates from eligible Commonwealth countries who have the academic preparation and research potential to undertake doctoral study in the United Kingdom and whose proposed research has the potential to contribute to development in their home country.
The programme is intended for candidates who could not otherwise afford to undertake doctoral study in the UK. It therefore combines doctoral research training with a strong emphasis on how the knowledge and skills gained during the scholarship can contribute to development after the scholar returns home.
For the 2027/28 academic year, the scholarship is open for doctoral study beginning in September/October 2027. The current CSC application deadline is 20 October 2026 at 16:00 BST. :contentReference[oaicite:1]{index=1}

Development Themes
Applicants are expected to demonstrate how their proposed research relates to one or more of the CSC's six development themes:
Science and technology for development
Strengthening health systems and capacity
Promoting global prosperity
Strengthening global peace, security and governance
Strengthening resilience and response to crises
Access, inclusion and opportunity
The themes are broad enough to accommodate doctoral research across many disciplines. What matters is that applicants clearly establish the connection between their proposed research and a relevant development challenge.
For example, research in agriculture may address food security, sustainable production, agricultural technology or climate resilience, while research in environmental science may address climate adaptation, biodiversity or natural-resource management. Similar development connections can be established in public health, engineering, education, economics, governance, technology and other fields.
Research Proposal
The research proposal is a central part of the application.
Applicants should present a clearly defined doctoral research project and explain:
The problem or research gap to be addressed
The research questions or objectives
The proposed approach or methodology
Why the research is important
How the project can contribute to knowledge
How the research can contribute to development in the applicant's home country
The proposal should be feasible within the proposed doctoral programme and should be appropriately matched to the expertise and research facilities of the intended UK institution.
Applicants should also explain how the research fits their longer-term professional plans and how the knowledge gained in the UK could be applied after returning home.
UK University and Supervisor
Applicants need to identify suitable UK universities and potential supervisors whose expertise matches their proposed research.
The CSC application asks applicants to list three preferred UK universities and supervisors in order of preference.
Applicants should begin contacting potential supervisors early. At least one proposed supervisor at a UK institution listed in the application must provide a supporting statement confirming that they are, in principle, prepared to supervise the applicant and that suitable facilities are available for the proposed research.
University admission and the Commonwealth Scholarship application are separate processes. Applicants should therefore follow the admission requirements of their preferred universities in addition to completing the CSC scholarship application.
Eligibility Criteria
Applicants must:
Be a citizen of, or have been granted refugee status by, an eligible Commonwealth country, or be a British Protected Person.
Be permanently resident in an eligible Commonwealth country.
Be available to begin academic study in the UK in September 2027.
By September 2027, hold a first degree of at least upper-second-class (2:1) honours standard, or a lower-second-class degree together with a relevant postgraduate qualification, usually a Master's degree.
Demonstrate that they could not otherwise afford to study in the UK.
Propose a full-time doctoral research programme at an approved UK university or higher education institution.
Not already be registered for a PhD, or an MPhil leading to a PhD, at a UK university before September/October 2026.
Demonstrate that the proposed research has developmental relevance.
Provide the supporting documents required by the CSC.
Apply through CSC Central.
Apply through an eligible nominating agency or organisation, since the CSC does not accept direct applications for this scholarship.
Meet any additional eligibility requirements imposed by the relevant nominator.
Provide a supporting statement from a proposed UK supervisor at at least one university listed in the application.
Provide the required references and academic transcripts.
Provide evidence of citizenship or eligible refugee status.
Demonstrate the quality and feasibility of the proposed doctoral research.
Explain the potential development impact of the research and how the knowledge gained could be applied after the scholarship.
The CSC does not specify an age limit for Commonwealth Scholarship applications. :contentReference[oaicite:3]{index=3}
Scholarship Benefits
The Commonwealth PhD Scholarship provides comprehensive financial support for approved doctoral study in the UK.
The scholarship includes:
Approved full tuition fees
Approved airfare from the scholar's home country to the UK
Return airfare to the scholar's home country at the end of the award
Monthly personal maintenance allowance
Study travel grant
Support for approved overseas fieldwork where applicable
Possible support for an approved mid-term visit to the scholar's home country
Possible family allowances where the scholar meets the applicable conditions
The CSC's general conditions state that a Commonwealth Scholarship covers fees, approved fares and personal maintenance, subject to the specific award conditions. :contentReference[oaicite:4]{index=4}
The current published maintenance rate in the scholarship information is £1,712 per month, rising to £2,000 per month for scholars studying at universities in the London metropolitan area. Applicants should check the award terms applicable to their year of study because allowances can be revised.
Duration
The scholarship normally supports up to 36 months of full-time doctoral study.
The award is intended for candidates beginning their doctoral studies in the UK in September/October 2027.
Development Impact
The CSC places substantial emphasis on the expected development impact of the scholarship.
Applicants are asked to explain:
What development problem their research will address.
Why the problem is important in their home country or wider region.
How the applicant will apply the knowledge and skills gained through the PhD.
What changes the applicant expects to contribute to after returning home.
Who is expected to benefit from the research or resulting expertise.
How potential impact could be assessed or measured.
This means the application should connect the doctoral project with a realistic pathway for applying the resulting knowledge, skills or research findings after the scholarship.
Academic and Professional Development
Scholars undertake doctoral research within a UK higher-education and research environment and work under the guidance of academic supervisors.
The programme can provide opportunities to develop:
Advanced research methodology
Independent research skills
Data analysis and interpretation
Academic writing
Scientific or scholarly communication
Specialist expertise in the chosen discipline
Research project management
International academic collaboration
Scholars also become part of the wider Commonwealth Scholarship community and can develop professional connections with researchers and scholars from other Commonwealth countries.
Application Documents
Applicants should prepare the documentation required by the CSC application system, including:
Academic and professional information
Complete higher-education qualifications and transcripts
Details of employment history where applicable
Details of publications and prizes where applicable
Research proposal and study information
Development Impact statement
Information about three preferred UK universities and supervisors
Supporting statement from at least one proposed UK supervisor
At least two appropriate references

Any additional documents required by the CSC or nominating organisation
The CSC application form also asks candidates to provide information about their employment history and explain how their experience relates to the programme they intend to undertake. :contentReference[oaicite:5]{index=5}
References
Applicants are required to provide referee information as part of the application.
The CSC currently asks candidates to provide details of three referees, with at least two references required with the application. One referee should be a current employer where applicable, and referees should be able to comment on the applicant's capacity to benefit from the scholarship and potential development impact. :contentReference[oaicite:6]{index=6}
Application Process
The application involves two connected stages.
Stage 1: Apply to the CSC
Applicants complete the Commonwealth PhD Scholarship application through CSC Central.
The CSC does not accept applications or supporting documentation submitted by email or post. :contentReference[oaicite:7]{index=7}
Stage 2: Apply to a Nominator
Applicants must also apply through a participating nominating agency.
The CSC identifies two main types of nominators:
National nominating agencies
Selected non-governmental organisations and charitable bodies
Nominators conduct their own selection processes and may establish additional eligibility requirements and earlier deadlines.
The CSC does not accept direct applications for the Commonwealth PhD Scholarship. Candidates must therefore follow the application procedure of the relevant nominator as well as completing the CSC application. :contentReference[oaicite:8]{index=8}
For Nigerian applicants, the CSC lists a number of Nigerian universities and organisations involved in nominating candidates. The exact route available to an applicant depends on their circumstances and the nominator's own requirements. :contentReference[oaicite:9]{index=9}
Important Information for Applicants
A key point is that the CSC deadline is not necessarily the deadline for your nominating organisation.
Nominators may close their application portals earlier than the CSC's deadline. Applicants should therefore identify their appropriate nominator as early as possible and check its separate application requirements and closing date. :contentReference[oaicite:10]{index=10}
Applicants should also start contacting prospective UK supervisors well before the deadline because obtaining a supervisor's supporting statement is an important part of preparing the application.
Being nominated by a participating organisation does not guarantee a scholarship award. Nominations are considered by the CSC, which makes the final selection from the pool of nominated candidates. :contentReference[oaicite:11]{index=11}
